This is a module, well actually it's a content filter, that let you as an administrator choose how many links that should be allowed in the content. If there are more links (than you allow) available in the content  they will be filtered out and hence not visible when viewing the node.

One possible scenario for this module is when you allow users to create content, for example newsletters, and you want to allow different number of links allowed based on role group. For example 1 content link for non paying members and 10 content links for paying members.

I prefer to use MaxLinks in combination with better_formats, a module that allows for default input filter per user role group in Drupal.
